Turf Conversion in Orange County for HOA and Commercial Property
Removing turf is the easy part and the cheapest part. What decides whether a conversion still looks intentional in year three is the irrigation underneath it, the soil it goes into, and whether anyone thought about the trees that were living off the old sprinklers. Two reasons properties convert, and they scope differently
The first is compliance. AB 1572 ends potable-water irrigation of nonfunctional turf — commercial, industrial, and institutional property by January 1, 2028, HOA common areas by January 1, 2029 — and the full picture is on our AB 1572 compliance page. A compliance-driven conversion is defined by an area map and a date, and it gets phased around a budget calendar.
The second is cost. Turf on an Orange County slope is one of the most expensive surfaces a property can own: it wants water at a rate the soil will not accept, so most of the cycle runs off, which means longer run times, which means more runoff. Properties convert slope turf for water bills years before any deadline forces the issue. A cost-driven conversion starts wherever the water is going, which is not always where a board expects.
Same trades, different sequencing. A compliance project starts from a survey of what falls inside the statute. A cost project starts from meter data and an irrigation audit. Most Orange County properties turn out to want both, and the overlap is usually the slopes.
What the work actually involves
- Survey and layout. Areas measured, valves traced to zones, existing trees and shrubs identified, slopes and drainage patterns noted. Nothing gets ordered before this exists on paper.
- Rebate pre-inspection. Where a project is going after turf replacement rebate money, the grass has to still be there when the inspector arrives. This gate sits ahead of every other step and it is the one most commonly blown.
- Turf removal. Sod cutter and haul-off on most areas, sheet mulching where it suits the site, and physical removal plus a follow-up plan wherever bermuda is established. Grade gets lowered where mulch depth would otherwise sit proud of a walk or curb.
- Irrigation retrofit. The real project. Turf spray zones come out; drip and low-volume zones go in, laid to the planting plan rather than the old head layout. Trees and mature shrubs get their own valves. Pressure regulation and filtration go in at the zone, because drip without them fails quietly and expensively.
- Soil and drainage. Compacted decomposed-granite subsoil under decades of turf does not accept water the way a plant palette needs it to. Where a converted area was collecting or shedding water badly, that gets solved before planting — see drainage installation and repair.
- Planting. Climate-adapted material spaced for mature size, grouped by water need so zones actually make sense, with larger sizes where the property is judged from the street.
- Mulch and erosion control. Three inches of quality mulch held off trunks and crowns; netting or matting on anything steep enough to move.
- Establishment. A written watering schedule with a taper and an end date, and someone actually checking emitters through the first summer.
The irrigation retrofit is the project
A turf zone and a drip zone are not interchangeable. Turf rotors move a lot of water fast at 45 or more PSI across broad overlap. Drip moves a little water slowly, at roughly 20 to 30 PSI, to specific root zones. Put drip on an unregulated turf mainline and emitters blow off, tubing splits at the fittings, and the failure shows up as dead plants weeks later with no visible leak — because the water is going into the ground where nobody is looking.
Every converted zone gets a pressure regulator and a filter at the valve, tubing sized and staked to the plan, and emitters matched to plant water need rather than one flow rate across the whole bed. Controllers get reprogrammed for the new hydrology, which almost always means longer, far less frequent cycles than the turf schedule they replace — and it is the natural moment to put in weather-based control, covered in our irrigation audit and smart controller guide. Save the trees, or the conversion costs twice
This deserves its own heading because it is where conversions go wrong most expensively. Trees on a forty-year-old Orange County property have never been irrigated directly. They have been drinking turf overspray, and their roots grew shallow and wide to match. Pull the turf zones and give the trees nothing and they will look fine for a season, decline through the next, and start dropping limbs in the third.
AB 1572 explicitly permits potable water to the extent needed to keep trees and other perennial nonturf plantings alive, so there is no compliance reason to starve them. Every scope we write puts trees on dedicated low-volume zones sized to the dripline rather than the trunk, installed before the turf zones are decommissioned so there is no gap. Condition gets assessed before the work and again after the first summer, alongside the property's regular tree and palm care cycle. Replacing one mature ficus costs more than irrigating the whole canopy for years.
Slopes: the biggest opportunity and the easiest thing to get wrong
Hillside communities from Anaheim Hills and Yorba Linda through Aliso Viejo, Laguna Niguel, and Rancho Santa Margarita carry enormous slope turf inventories that were hydroseeded when the tracts went in and never reconsidered. That turf is nonfunctional by any reading of the statute, it is the top of the water bill, and converting it is the single highest-return move on most of these properties.
It also has the least margin for a sloppy method. Turf comes off in bands rather than all at once so the face is never fully exposed. Erosion fabric or coir netting goes down where the pitch calls for it. Plants are set into the slope, not perched on it, at spacing tighter than flat-ground layout so roots knit sooner. Drip runs along contour, with emitters uphill of each plant. And the first winter gets watched, because a converted slope is at its most vulnerable in the months before the roots take. When planting is the wrong answer
Not every square foot of removed turf should become a planting bed. Parking-lot islands baked between two drive aisles, four-foot strips against a building foundation, the wedge behind a trash enclosure — these are places where plants have failed repeatedly for reasons that will not change. Decomposed granite, pavers, or concrete with a proper drainage plan is cheaper over ten years and looks better in year eight.
We handle that side too, so a conversion does not fracture across three vendors at the seams: concrete and paver installation for the hard surfaces, drainage where the strip was holding water, and landscape lighting where a converted entry deserves to be visible after dark. Where a surface has to stay green and take traffic — dog runs, courtyards, small entry panels — artificial turf needs no irrigation and complies by definition, with the caveat that turf-replacement rebate programs generally do not fund synthetic.
Rebates, and the one rule that decides whether you get paid
Orange County sits in the Metropolitan Water District service area through the Municipal Water District of Orange County, and both run turf replacement rebates paying per square foot of grass converted to qualifying low-water landscape. Commercial and HOA projects run on a separate program track from residential, with their own minimums, caps, and plant-coverage requirements.
The rule that matters: apply and pass pre-inspection before a single square foot comes out. Turf removed ahead of approval earns nothing, and no appeal fixes it. Beyond that, expect requirements around minimum plant coverage at maturity, permeable surfaces, and the exclusion of synthetic turf. Funding is finite and programs suspend when it runs out, which argues for filing early in the compliance window rather than in 2028 alongside everyone else. Confirm current terms with MWDOC and with your own retail water agency, since many stack a local incentive on top.
What it costs, and what actually moves the number
Conversion pricing swings more than any other landscape line, because it is five jobs in a trench coat: removal and haul, irrigation retrofit, soil prep, plants, and mulch. The variables that move it most, in rough order:
- Slope and access — whether equipment reaches the area or everything is carried
- How much irrigation is reusable — a sound mainline with good valves is a very different project than a system already failing
- Plant size and density at install — the lever boards actually control, and the right place to spend unevenly
- Drainage and erosion work — discovered on a walk, not on a plan
- Removal method — sod cutting and haul-off versus sheet mulching versus bermuda eradication
- Phasing — one mobilization across a community costs meaningfully less per square foot than four separate visits

After the install: converted landscape is maintained differently
The mistake that undoes good conversions is keeping the old maintenance scope. Turf maintenance is a mowing route. Converted landscape is weed pressure while plants fill in, emitters checked and flushed on a schedule, mulch topped annually as it breaks down, and pruning timed to species rather than to a crew's route day. Skip that for two seasons and you get a weed field with shrubs in it, and someone concludes native plants do not work.

How long does a turf conversion take?
On a discrete area — a parkway run, a set of medians, an entry — plan on one to two weeks of site work once the rebate pre-inspection clears. Community-wide phases run longer, and the schedule driver is almost never the demolition. It is the irrigation retrofit and the plant material. Nurseries do not stock a hundred and forty 5-gallon shrubs of one species on demand, so the palette gets confirmed and ordered weeks ahead. Add the rebate pre-approval window in front of all of it, which is measured in weeks, not days.
What does turf conversion cost?
It varies more than any other landscape line item, because you are pricing at least five different jobs: removal and haul-off, irrigation retrofit, soil prep, plant material, and mulch — plus drainage or erosion control if there is a slope. The largest swings come from slope access, how much of the existing irrigation is reusable, and plant size and density at install. Rebates offset part of it per square foot on qualifying projects. Can you convert a slope, or does the grass have to stay for erosion control?
Slopes are convertible and often the highest-value area to convert, since slope turf is usually the biggest water line on the property. What changes is the method. The turf comes off in sections rather than all at once, erosion control fabric or coir netting goes down where the pitch demands it, plants go in at a tighter spacing than on flat ground with the root balls set into the slope rather than on it, and the drip is laid along contour so water moves into soil instead of down the face. Doing a slope the way you would do a parkway strip is how a conversion ends up in the street after the first real storm.
Do you have to remove the grass, or can it be sheet mulched over?
Both work, in different places. Sheet mulching — cardboard and deep mulch over killed turf — is cheaper, keeps the organic matter on site, and is fine on flat interior areas with no grade constraint. It needs several months to break down properly and it raises the finish grade, which is a problem where turf meets a walkway, a curb, or a garage apron. Bermuda is its own conversation; it comes back through almost anything, so areas with established bermuda get physical removal and a follow-up plan rather than a hopeful layer of mulch.
What keeps the new plants alive if the water is being cut off?
Nothing about AB 1572 restricts irrigating plants — the restriction is on nonfunctional turf, and potable water is expressly allowed as needed to keep trees and other perennial plantings healthy. New installs get a real establishment schedule: frequent, deep watering for the first summer, tapering across the second, and only then dropping to the low-water schedule the palette was chosen for. Converted landscape killed by premature water cuts is the most common way one of these projects fails, and it is entirely avoidable with a written schedule and an end date.
Will the property look bare afterward?
For a season or two, sparser than the finished design — and that is deliberate. Plants get spaced for mature size, because installing at final density means tearing half of it out in year four. Mulch carries the appearance in the meantime, which is why depth and quality matter more than anyone expects. Where a board needs immediate visual impact, the honest answer is to spend it on the street-facing phase: larger container sizes at the entries and along the main drive, standard sizing on the interior and the slopes.
