Choosing Grass for HOA and Commercial Common Areas in Orange County
Picking grass for a common area is two decisions, and boards usually only make one of them. The first is whether that area is allowed to stay in grass at all under AB 1572. The second is which grass survives what actually happens on it — the dogs, the July block party, the shade line the building throws until noon.
Before you pick a grass: is this area replaceable, or removable?
AB 1572 ends potable-water irrigation of nonfunctional turf — commercial, industrial, and institutional property by January 1, 2028, and common areas of common interest developments by January 1, 2029. The law does not order anyone to tear out grass. What it does is decide, area by area, whether replanting turf is a legitimate answer or an expensive way to postpone a problem.
Functional turf, as the statute defines it, is turf in a recreational use area or a community space. That is the clubhouse lawn, the open field the community actually gathers on, the surround of a tot lot, the picnic area. Those areas can be replanted in grass and kept on potable water indefinitely, and replacement is the right call when they are worn out. Nonfunctional turf is everything else — the parkway strip, the interior median, the apron around the entry monument, the wide shoulder along a perimeter wall, the hydroseeded slope nobody has revisited since the 1980s. Replanting those in grass is money spent on a compliance liability. The practical order of operations: classify the entire property first, replace turf only where the classification supports it, and route the rest to turf conversion. Boards that do it in the other order end up replanting a parkway strip in spring and paying to remove it three budget cycles later.
Turf selection by what the area actually does
There is no single best grass for HOA common areas — there are five situations and five answers. Once an area is cleared for replacement, the selection is driven by use, not by preference, and these five come up on nearly every Orange County property.
The high-traffic gathering lawn
This is the area that has to look uniform for eleven months and absorb a few hundred people for one afternoon. The variable that matters is recovery: whether the grass repairs damage by spreading laterally into it, or only by being reseeded. Grasses that run — spreading by stolons or rhizomes — close their own divots. Bunch-type grasses do not, which is why a bunch-type event lawn develops permanent thin spots along the path everyone takes from the parking lot to the pavilion. Bunch types can still be right where full sun is not available, but the maintenance program has to include scheduled overseeding rather than treating it as an occasional repair.
The dog run
Dog areas fail in a pattern: concentrated urine damage, worn tracks along the fence line, and digging at gates and corners. Warm-season grasses that spread aggressively hold up better because they are constantly regrowing into the damage, and they tolerate the frequent deep irrigation that flushes salts out of the root zone. The counterweight is that the same aggressiveness makes them a containment problem — they invade adjacent beds and need a real edge to stop them, which is a maintenance cost the board should price before approving the variety. On properties where the dog area is small, fully enclosed, and already failing on its second replant, artificial turf is often the honest recommendation instead.
Slope turf
Slope is usually the worst candidate for new grass: it rarely qualifies as functional under AB 1572, and the irrigation redesign matters far more than the variety does — the full argument is on our turf conversion page. Where slope grass genuinely has to stay, favor deep-rooting warm-season varieties that hold soil, and check the fire-side constraints on slope clearance and fuel modification first, because those often decide the question before the agronomy does.
The shaded courtyard
Interior courtyards, north-facing building shadow, and the turf under a mature canopy are the areas where the wrong pick is most obvious within one season. Most warm-season grasses need close to full sun and thin out badly below it, which is why a courtyard replanted in a sun-loving variety looks acceptable in July and bare by October. Shade areas need a shade-tolerant selection and an honest count of how many hours of direct sun the area receives — measured, not estimated from a walkthrough at noon. If the answer is under a few hours, the durable fix is usually not grass at all but shade planting or a mulched groundcover bed, which also removes the area from the potable-turf question entirely.
Recycled-water properties and seashore paspalum
Sites served by purple pipe are in a different position twice over. First, turf irrigated with recycled water is outside the AB 1572 potable-water restriction, so the classification exercise does not force the same decisions. Second, the water itself is the constraint: recycled supply carries a higher dissolved-salt load than potable, and those salts concentrate in the root zone over years, faster in the heavier clay soils common inland than in coastal sand.
Seashore paspalum is the variety bred for exactly that condition. It is the standard selection on recycled-water and coastal-influence sites because of its salt tolerance, and it holds up under traffic well enough for common-area use. It is a warm-season grass, so it carries the same winter dormancy question as the others, and it is not a low-maintenance grass — it wants a consistent mowing height and a fertility program, and it will look worse than a neglected fescue if it is neglected. On a recycled-water site the leaching schedule also has to be built into the irrigation program deliberately, so salts move down through the profile instead of accumulating at root depth.
Winter dormancy is a board-complaint problem
Every warm-season grass on this list goes off-color in winter. It greens back up when soil temperatures rise. Agronomically this is a non-event; politically it is the complaint that shows up in the January board packet, in the community Facebook group, and in emails that use the word “dead.”
There are three honest answers and boards should pick one on purpose. Overseed with perennial ryegrass every fall, which holds green color through winter, adds a recurring annual cost, and creates a scruffy transition period in late spring when the ryegrass declines and the base grass takes back over. Colorant application, which is cosmetic, cheaper, and lasts a defined number of weeks. Or accept dormancy and tell owners in advance what it is — a short notice in the fall newsletter costs nothing and defuses most of it. The one approach that reliably fails is choosing a warm-season grass without telling anyone that this is going to happen.
Cool-season grasses avoid the problem by holding color year-round, and pay for it in water. On a property already under scrutiny for water use, that trade is a budget decision as much as an aesthetic one, and it belongs in front of the board with both numbers attached.
Establishment timelines and common-area closure
Newly laid sod is not usable landscape. It has to knit down into prepared soil before it can take traffic, and until it does, foot traffic tears seams and creates the exact worn tracks the replacement was supposed to fix. Typical sequence on a common area: irrigation runs frequently and briefly for the first stretch while roots establish, light foot traffic becomes acceptable at roughly two to three weeks, and programmed or heavy use waits closer to four to six. Those windows stretch when warm-season sod goes in outside its growing season, when the area is shaded, or when a cool wet spell slows rooting.
For a board, the number that matters is not the install date but the closure window. A clubhouse lawn replaced three weeks before a scheduled community event will be fenced during that event. We put the closure period in writing as part of the scope so it can be noticed to owners ahead of time and scheduled around the reservation calendar, and we phase larger areas — half now, half after the season — where the property cannot afford to lose all of its usable lawn at once.
The irrigation decides whether the new turf survives
A new grass variety on the old irrigation program is a replacement that fails on schedule. Warm-season and cool-season grasses want different run frequencies and different total volume; a shaded courtyard and a full-sun lawn on the same valve will always have one area wrong; and a recycled-water site needs periodic deep leaching cycles built into the program, not added later when the tips start burning.

Where replacement fits in the HOA maintenance program
Turf replacement is capital work: a defined scope, a completion date, and usually a reserve or special-assessment conversation attached to it. The program that keeps the result alive is HOA maintenance — the recurring mowing height, the fertility schedule, the irrigation checks, the first-season adjustments that decide whether the new lawn looks like the renderings in year three. Splitting the two between vendors is how establishment mowing gets missed.

How do we know whether to replace the turf or remove it?
Classify the area first, then decide. AB 1572 restricts potable irrigation of nonfunctional turf, so an area that qualifies as functional — a recreational use area or community space — can be replanted in grass and legally kept on potable water. An area that does not qualify cannot, and replanting it in grass just buys a compliance problem with a 2029 deadline on it. Measure and classify the whole property before you order a single pallet of sod, and write down the reasoning for each area while you are doing it.
Our common-area lawn is used for events and by dogs. Is one grass enough?
Usually not, and boards get into trouble trying to make one variety cover both. An event lawn takes concentrated traffic a few times a year and needs to look uniform the rest of the time. A dog run takes daily concentrated damage in the same spots and needs a grass that spreads laterally and repairs itself rather than one that fills in only from seed. Those are different agronomic problems, and treating them as one is why the worn patch by the gate never comes back.
Owners complain that the grass turns brown every winter. Can we fix that?
That is dormancy, not death, and it is the single most common turf complaint that reaches a board. Warm-season grasses go off-color once night temperatures drop and green back up when soil warms. Two real options: overseed with perennial ryegrass each fall to carry color through winter, which adds an annual line item and a transition period in spring, or replant in a cool-season grass that holds color year-round and costs more water to run. Deciding that at the board level — before the first cold snap — is cheaper than deciding it in the middle of an owner email thread.
Our property is on recycled water. Does that change the grass we should pick?
It changes it significantly. Recycled water carries more dissolved salts than potable, and those salts accumulate in the root zone over years, especially in the heavier soils common inland. Seashore paspalum is the variety selected specifically for salt tolerance and is the usual answer on purple-pipe sites. Sites on recycled water are also outside the AB 1572 potable-water restriction entirely, which changes the compliance math for the same square footage.
How long is the area closed after new turf goes in?
Plan on the area being fenced or signed for several weeks, not several days. New sod needs to root before anything walks on it, which typically means light foot traffic at two to three weeks and programmed or heavy use closer to four to six, and warm-season varieties installed outside their growing season take considerably longer. We give the board a written closure window with the schedule so it can be posted and noticed to owners in advance rather than explained afterward.
Does turf replacement fall under our maintenance contract or is it a separate project?
Separate project, but it should be scoped by whoever holds the maintenance contract. Turf replacement is capital work with a defined scope and a completion date; HOA maintenance is the recurring program that has to keep the result alive. When those are split between two vendors, the establishment mowing height, the irrigation program, and the first fertilization all end up nobody’s job.
